TC Harold Wash Recovery Program
Still recovering from the first TC Pam, which was occulred in 2015, Vanuatu continues to struggle to restore the infrastructures, which have been damaged by the severe Tropical Cyclone Harold that tore across the northern islands of Vanuatu with torrential rain and sustained winds up to ZTOkn- per hour. After the TC Harold, the situation become increasingly alarming, because the disaster took lives, destroyed houses, infrastructures, businesses and left enduring scars on the affected families, communities and the nation as a whole.
The recurrent natural hazards including cyclones, volcanic eruptions, floods, earthquakes, tsunamis, droughts and sea level rises potentially impair the country's economic growth and also considerably contributed for the countries under development, as it damaged the social infrastructure on a massive scale. In particular, the effect of the TC Halold damage coupled with climate change pose significant challenge on the country's water supply facility threating the quantity as well as the quality of water to be supplied for the community.
Water scarcity in Vanuatu usually occurs during the dry and cool season of a year from April to November, and the country suffers from water insecurity. Almost all of the islands have water deficits during dry season. Water harvesting, gravity fed water supply systems, borehole and shallow wells are the main source for water supply. The TC Harold damage aggravated the situation, and as a result the provision of safe drinking water in the affected area is highly deteriorated.
The existing limited available water supply systems in the disaster areas were heavily damaged causing no water flow in the pipes and water sources are exposed for contamination. Most of the rain water harvesting storages was destroyed and gravity fed water supply systems were also sustained significant-du-ugr. The key components of the gravity fed systems such as spring box, pipeline, *u-t. tanks and tap stands were destroyed by collapsed trees. ln addition, considerable number of the existing toilets became out of use. For this reason, the community living in the affected area is highly suffering from the shortage of water and sanitation facilities, and they are forced to compromise the quality as well as the quantity of water that they are collecting for their domestic use. In addition, they are forced to collect water from unprotected sources, traveling 4-6 km. specially, women and children, who are typically responsitle for water collection, oiten travel long distances to collect water, spending valuable time and energy. This burden disrupts not only children's ability to fully concentrate on their education, but also deprives women are deprived of their time and energy that needed for other livelihood or income generating activities, especially farming and fishing'
The level of community and household hand washing practices is also compromised due to limited access to water. Hygienic food preparation and hand washing at critical times is not also properly being practiced, and the situation puts the community at a much higher risk and exposure for diarrhea and COVID-19.

Strengthening Gender and Protection Cluster operation mechanism
This projects covers several other activities under the Gender Protection Cluster.
o Data management is the key priority. There is a need to have a database for the
justice and community services particularly the need to have data for Children,
people with disability and women. To train provincial offices under the provincial
working groups on how to continuous update the data system and use consistent
templates. The data will be used to distribute items after a disaster, to understand
what is needed in different areas and to keep track of different cases faced by
officials around the provinces. lt will help greatly in decision making and ensure
the decentralization is targeted to the right needs within the relevant ireas.
Likewise, we anticipate to have two (2) technical advisors to help set up the
database system and another to support the updating and building of tools that will be stored on the database and used by members of the cluster during
preparedness, response and recovery.
. Capacity Building and training for front line workers and male advocates would be
a priority. However, in order to run training. Tools and templates must be
developed relative to Vanuatu context and identification of relevant people to use
these templates and update the data system.

Staff House Reconstruction Project, Pangi Health Center, South
Pentecost
The Project will include three elements, consisting of, Part 1 - Scope of Work Activities, and Part
2 - Architectural and Construction Drawings and part 3 actual reconstruction of the building. (We
should make mentioned here that this new staff house is designed to withstand any category five
cycle with new Power System, New Water and sanitation system as per the Role Delineation
Policy (RDP) of the ministry of health)

Malampa Schools TC Harold Recovery projects
The MoETtakes into consideration Disaster Risk Reduction in most of its activities. This builds on
the existing Education in Emergency Policy which was developed as a platform to work from In
addressing disaster and emergency issues from the perspective of all levels of the Ministry
(central, provincial and school). The issue is that the TC Harold has exposed majority (if not all) of
the schools, teachers and parents'status of resilience towards cyclones.
The priority of the recovery project is to rebuilt the school's buildings and physical assets that has
been severely damaged (categorized as major damaged) using the Built Back Better (BBB)
approach. Also, there is need to repair the schools that has sustained minor damaged.
ln Malampa, the recovery project will be rebuilt mainly classrooms, classrooms and
administration Office, teachers house, library, Administration and staffroom, dining hall, boy's
dormitory, girl's dormitory, boy's ablution and girl's ablution in affected schools base on the
assessment report. Every classroom building will be provided with water tank for;'ain water
catchment.
This project is important as it will enable students to have an access to a safe and quality
permanent building for learning and water tank to harvest rain water. The project will cover the
cost for building materials, furniture, transportation cost and a full-time builder or contractor.
The facilities Unit at the Ministry of Education and Training will be responsible for implementing
this project. This includes supervision through regular visits by Provincial Facilities Supervisor in
the Malampa Provincial Education office. Progress and final reports will be forwarded to the
Director of Policy and Planning and the Director General of Education.
This project aligns with the current government policy on the education sector which is the
Vanuatu Education Sector Strategy (VETSS) goals.

The MoH Role Delineation Policy (RDP) is the standard (endorsed by the MoH Executive) for
provision of health care services in Vanuatu, guiding planners and implementers to provide
the functional space, equipment fit for purpose and trained human resources in order to offer
a defined package of essential services at every level of health care in Vanuatu.

The MFAT Funding towards TC Harold Recovery program will go towards the reconstruction of school facilities in Santo East Primary School (PS), Sarakata Primary School (PS) and Fanafo Primary School (PS) rs f:!low: 1. Build 15 new classrooms at Santo East Primary = 1t15,250,0O0 vatu 2. Renovate 4 classrooms with 1 administration building at Sarakata Primary School = 20,0fi),0fi) vatu 3. This project is important as it will enable students to have an access to a safe and quality permanent building for learning. The project will cover the cost for building materials, furniture, transportation cost and a full-time builder or contractor.

This includes supervision through regular visits by Provincial Facilities Supervisor in the Sanma Provincial Education office. Progress and final reports will be forwarded to the Director of Policy and Planning and the Director General of Education.
This project aligns with the current government policy on the educotion sector os well os meeting the Educotion For All (EFA) gools

TC Harold Support to Health lnfrastructure repair and rebuild.
The Activity is part of the New Zealand Aid Programme's package of support to assist Vanuatu's
recovery from TC Harold which impacted Vanuatu in April 2020.
The TC Harold Support for the Health Sector Activity has been designed to support the
implementation of decided priorities in the TC Harold Post Disaster Needs Assessment guided
by YumiEvriwanTugeta - Vanuatu Recovery Strategy 2020-2023.
The Partner is responsible for and will implement the Activity is the Assets Team in the Ministry
of Health (MoH) will be primarily responsible for implementing the Activity

tremendous damage to water infrastructure. Access to water system in the affected areas was
disrupted. Systems were damaged causing no water flow in the pipes and contamination of
water. Disruption to water access, affects the way people collect, store and use water,
compromising the quality and quantity of water they have access to. Where alternative water
access is a long way away from dwellings, often women and children were engaged in water
collection, losing valuable times to complete other valuable tasks in rebuilding of houses or
taking care of ch ild ren.
The level of community and household hand washing practices was also compromised due to
limited access to water. Hygienic food preparation and hand washing by all at critical times
were also affected. The water access obstruction puts the community at a much higher risk of
contracting and spreading diseases like diarrhea and COVID-19.
The destruction of sanitation facilities, especially toilet facilities affect how people dispose of
their human waste. Shared and crowded toilet facilities are common and can be unhygienic
due to their high use rate.
People's privacy, especially women, at the time of bathing as well as during menstruation has
